CUKR Residence Card for Ukrainian Citizen – New Rules from 2025
Important news for Ukrainian citizens: starting in 2025, Poland will have a new, simplified procedure for applying for a residence card with the CUKR (Residence Card for Persons Fleeing the Consequences of War) endorsement. The Office for Foreigners has announced that a dedicated online service to facilitate the process will be launched in the coming year.
New Electronic Mode of Legalization of Residence of Citizens of Ukraine
In our previous posts, we informed our readers about the simplified procedure for legalizing the stay of Ukrainian citizens who came to Poland due to the Russian armed aggression. This procedure was introduced with the entry into force of the amended regulations on assistance to Ukrainian citizens on July 1, 2024.
Applications for a residence card are to be submitted exclusively electronically, using a form available online on the website of the Office for Foreigners.
Until now, it was unclear when the technical solutions enabling the submission of applications via the Office’s website would be implemented.
When Will the System Be Launched?
On July 16, 2024, the Office for Foreigners published a statement on its website. It indicated that the launch of the dedicated online service enabling the submission of applications for residence cards (with the CUKR annotation) for Ukrainian citizens benefiting from temporary protection will be available only from 2025 (though no specific date was given). However, it was emphasized that detailed information about the new procedure will be available before the online service is launched.
What are the conditions for obtaining a residence card?
We remind you that Ukrainian citizens under temporary protection will be able to obtain a residence card valid for three years if they meet the following conditions:
- On March 4, 2024, they had a PESEL number with UKR status,
- On the day of submitting the application for a residence card, they still have a PESEL number with UKR status,
- They have had uninterrupted UKR status for at least 365 days.
