Dudkowiak & Putyra at TEK.day Gdańsk – dual-use technologies in practice

Wiktor Galusiński and Tomasz Halec presenting maritime and military technologies and dual-use classification at TEK.day Gdańsk.

Dudkowiak & Putyra took part in TEK.day Gdańsk, an event bringing together companies and professionals from the electronics and technology sectors. Our team focused on one of the increasingly important regulatory challenges for technology businesses: determining when products developed for civilian applications may fall within the dual-use regime.

Maritime and military technologies under dual-use regulations

During TEK.day, Wiktor Galusiński and Tomasz Halec delivered a presentation entitled “Technologie morskie i wojskowe a dual-use – case studies klasyfikacji i obrotu”.

The presentation used practical examples to explain how technologies such as sensors, navigation systems, autonomous platforms, software and technical documentation may become subject to dual-use regulations.

A key point was that classification cannot be based solely on the intended civilian or military use of a product. Depending on the technology and transaction, companies may also need to consider technical parameters, the end user, the destination country and the transfer of technical knowledge or know-how.

Identifying regulatory risks before a transaction

The presentation also addressed practical issues that companies should assess before selling or transferring advanced technologies internationally.

Wiktor Galusiński and Tomasz Halec discussed how to approach product classification, which factors require particular attention and how businesses can identify regulatory risks before entering into a transaction, including transactions involving the international trade in strategic goods.

This is particularly relevant for companies operating at the intersection of the electronics, maritime and defence sectors, where technologies developed for civilian purposes may also have military applications.

D&P team at TEK.day

Dudkowiak & Putyra was represented at TEK.day Gdańsk by Wiktor Galusiński, Tomasz Halec and Julia Pawlak.

The event also provided an opportunity to discuss with companies operating in the technology sector how dual-use requirements increasingly affect product development and international trade.

Dual-use training and practical support

Beyond events such as TEK.day, Dudkowiak & Putyra provides dedicated dual-use and strategic goods compliance training for companies, covering areas such as product classification, export controls, licensing and internal compliance procedures. Wiktor Galusiński, who is certified as an Internal Control System (WSK) Auditor, advises companies on dual-use, strategic goods and export control matters.
