Polish Defence Market – Dudkowiak & Putyra Advises Flemish Companies
Dudkowiak & Putyra took part in the Defence & Security Mission to Poland organised by Flanders Investment & Trade (FIT), providing Flemish defence and high-tech companies with practical guidance on the legal and regulatory framework for entering and operating in the Polish defence market.
On 7 September 2026, our lawyers participated in a closed seminar organised as part of the Flemish economic mission to Poland, followed by a networking reception at the Embassy of Belgium in Warsaw. The programme brought together representatives of the Polish defence ecosystem, including the Polish Chamber of Dual Use, Polish Armaments Group (PGZ), the Military University of Technology and defence-sector businesses.
Dudkowiak & Putyra was responsible for the legal and regulatory part of the seminar. Michał Puk – Barrister and Partner & Michał Dudkowiak – Managing Partner & Barrister at Dudkowiak & Putyra, presented the key legal aspects that foreign defence companies should consider when entering the Polish market. The seminar addressed both general market-entry considerations and regulations specific to the defence and dual-use sectors.

Among the issues discussed were:
- establishing and operating a business in Poland, including the choice of an appropriate market-entry structure;
- regulatory requirements applicable to the Polish defence industry, including concessions and authorisations;
- classification and trade in armaments and dual-use goods, including export-control requirements;
- information security and classified information, including industrial security requirements;
- cybersecurity, data protection and defence procurement compliance; and
- supply-chain and transaction compliance relevant to companies participating in defence projects.
The seminar provided participating Flemish companies with a practical overview of the compliance path from initial market entry through participation in defence-sector projects and contract performance. Particular emphasis was placed on the importance of correctly classifying products and activities at an early stage, as this determines the licensing, strategic trade control and security obligations applicable to a company.
The event formed part of the Defence & Security Mission to Poland 2026 organised by Flanders Investment & Trade, aimed at connecting Flemish defence and security companies with key participants in the Polish market.
We would like to thank Flanders Investment & Trade and the Embassy of Belgium in Warsaw for inviting our team to contribute to the mission and share our experience with companies considering expansion into Poland’s defence sector.
