Agricultural biogas plants in Poland. Planned facilities for investors in Poland in 2023
The Ministry of Agriculture and Rural Development is currently working on a draft act on facilitating the preparation and implementation of investments in the field of agricultural biogas plants.
In the opinion of the Ministry of Agriculture and Rural Development, the draft of the above act responds to the urgent need to increase the number of renewable energy sources in the Polish energy mix, which will be stable and resistant to meteorological conditions. At the same time, biogas plants complete the waste management system generated on Polish farms and agri-food processing plants.
The act on facilitating the preparation and implementation of investments in the field of agricultural biogas plants proposes the following solutions:
- introducing facilitations in the investment process in terms of issuing administrative decisions, including decisions on development conditions, decisions approving a construction project and granting a building permit, as well as in terms of issuing conditions for connecting an agricultural biogas plant to the grid;
- introducing facilitations in the use of the local potential of the substrate, indicated in the regulations, by exempting it from administrative proceedings regarding the recognition of a given object or substance as a by-product and confirmation of the fulfillment of the conditions for recognizing an object or substance as a by-product;
- introduction of facilitations in the use of the fermentation product by enabling its introduction to the market without the requirement to obtain an administrative permit, as a result of which producers will be able to freely sell or manage them.
The planned date of adoption of the above-mentioned draft act by the Council of Ministers is set for the I quarter of 2023.
