Ministry of Finance set up production environment for payment service providers

On April 2, 2024, the Ministry of Finance established a production environment for payment service providers for CESOP reporting. As a reminder, CESOP is the Central Electronic Payment Information System. It is an information system on participants in international payment transactions that aims to combat VAT fraud and counter the VAT loophole, particularly in the cross-border e-commerce industry. CESOP at the European Union level is managed by the European Commission. In Poland, CESOP obligations came into force on January 1, 2024.

What does this implementation entail?

The production environment created by the MF will allow files to be sent to the Ministry of Finance’s systems in XML format compatible with the XSD Schema.

As of April 2, entrepreneurs can use:

1. form, designed to register proxies representing payment service providers,
2. interface of the Single Control File services (JPK gateway), which allows to check compliance with the schema and send records to the MF systems,
3. application for sending files to MF systems, which provides the ability to check the status of the sent file by means of the received reference number (as well as download UPO, Error Report, Validation Report).

Additional notes

Please note that the limit on the size of files that can be sent via the Ministry’s application is 100 MB, and this limit does not apply to the interface of the Single Control File services (i.e., the so-called JPK gateway). The tools that the PSP will be able to use to sign the registration and registration form will be a qualified signature or a Trusted Profile.
