A New Era of Public Payments: The ePayments Bill to Expand the Capabilities of mObywatel
A draft bill published on the website of the Government Legislation Centre aims to pave the way for the creation of a unified electronic payment system for public administration. The proposed regulation, prepared by the Ministry of Digital Affairs, introduces the ePayments service- a nationwide platform designed to enable citizens to make payments to public institutions conveniently, quickly, and without fees.
Development of the mObywatel application
The new system is intended to serve as a digital foundation for the further development of the mObywatel application, which already allows users, as part of a pilot program, to pay for real estate tax, waste management fees, and forest tax. Once the new law comes into force, the range of available transactions will be significantly expanded- ePayments will also allow for the settlement of national taxes, administrative fees, and other public dues defined in separate legislation.

Under the bill, the Minister of Digital Affairs will be legally responsible for maintaining and developing the platform, ensuring its cybersecurity, and safeguarding the integrity of processed data.
The system’s key technological partner will be the Bank Gospodarstwa Krajowego (BGK), which currently handles transactions within the pilot phase and possesses the infrastructure necessary to process payments via BLIK codes and payment cards. According to the draft, BGK will receive a standardized remuneration for handling these transactions.
Importantly, the use of ePayments by public institutions will not be mandatory. Administrative entities may join the system by submitting an application and meeting the technical requirements established by the Ministry. The Minister will also have the authority to revoke access to the platform in cases of security risks or non-compliance with legal standards.
A key element of digital transformation in the public sector
The draft legislation also provides for a support mechanism for local governments that choose to integrate their systems with ePayments. The Ministry of Digital Affairs will be able to announce grant programs to accelerate the digital transformation of local administration, thereby improving access for citizens and businesses to electronic payment options.
The explanatory memorandum to the bill emphasizes that ePayments are intended to become a key element of the digital transformation of the public sector, enhancing financial interaction between the state and its citizens. The service will provide transparency of transactions, access to payment histories, and the ability to obtain confirmations of completed payments- all in one place.

When will the law come into effect?
According to the legislative schedule, the ePayments Act is expected to enter into force on January 1, 2026. Its implementation could mark an important step toward a modern, digital public administration and further integration of financial services within the mObywatel ecosystem.
