Deposit-refund system in Poland: What does it mean for businesses and consumers? 

As of 1 October 2025, a deposit-refund system will be introduced in Poland, aimed at sustainable packaging management in line with EU recycling and environmental standards. This reform is one of the biggest changes in waste management and requires the cooperation of businesses, consumers and administration.

How the deposit system will work?

The new system will cover:

  • plastic bottles up to 3 litres
  • reusable glass bottles up to 1.5 litres
  • aluminium cans up to 1 litre

A deposit will be added when purchasing drinks in these containers, and will be refunded when the packaging is returned at return points. Shops over 200 m² will be obliged to accept the packaging, while smaller shops can join voluntarily. The operator of the system, selected through a tender process, will take care of logistics and recycling.

Challenges for entrepreneurs

The implementation of the system entails costs for the adaptation of infrastructure, such as the purchase of packaging collection machines and the organisation of storage space.

Additionally, entrepreneurs have to keep records and settle accounts with the operator, which increases the administrative burden. The lack of precise guidelines and the impact on small shops present additional difficulties.

Consumers may experience price increases for products covered by the scheme and difficulties in returning packaging, especially in smaller towns where access to recycling services may be limited.

The need to organise and store packaging before returning it will require a radical change in habits.

Benefits of a deposit system

The system will increase recycling rates, reducing waste to landfill. It will also increase the environmental awareness of consumers and can result in savings in waste management at a local and national level.

The introduction of the deposit system is also a step towards a sustainable future and improved environmental quality in Poland. The success of the reform depends on effective implementation and the cooperation of all market participants. Entrepreneurs can benefit from a pro-environmental image and consumers from better environmental awareness, despite initial challenges with the implementation of the system.
