Temporary Protection for Ukrainians in the EU: New Restrictions for Men of Military Age

On August 5, 2026, an agreement among European Union member states came into force, excluding military-age men from temporary protection in connection with the extension of temporary protection for Ukrainian citizens until March 4, 2028. However, this restriction applies only to new applicants.

Extension of temporary protection through 2028 and new criteria for men from Ukraine

The European Union has officially decided to extend temporary protection for Ukrainian citizens until March 4, 2028. At the same time, new, stricter status criteria have been implemented for military-age men, which in Ukraine includes men aged 25 to 60.

When applying for protection, they must demonstrate that they have settled their military service obligations or crossed the border in accordance with applicable law. Verification is conducted via entries in the digital military register, e.g., in the Rezerv+ app, relevant departure stamps in their passport, or documents confirming exemption from service.

Who is covered by the new requirements for temporary protection in the EU?

However, these additional requirements apply exclusively to individuals submitting their application for the first time after the new regulations take effect. The lack of retroactive effect ensures that men who already hold legalized residence under EU temporary protection and maintain it continuously retain their existing rights and will not lose their status.

According to Eurostat, 4.4 million Ukrainian citizens currently hold temporary protection status in the EU, including 1.15 million military-age men:

• 12% – men aged 35 – 64
• 13% – men aged 18 – 34
